I have a web host and a domain name. I also have an html file I would like to publish. How do I publish it?
Publish meaning put it onto the web server (I have the IP address)

Connect to your host server via FTP client, upload your HTML file, point your browser to yourdomain.com/filename.html.
There are plenty of FTP clients to download.

Follow the directions your web host emailed you or has posted on their web page. Every host is a little bit different. Most of them offer publishing by http://FTP. You do need to configure your web host to host for your domain name though. Every host is different in how you set that up.
