How to make a domain name (.com) without a web host service aka for free?
I need a simple yet professional website for a small business. One that offers features that allow paypal and other things optimal for business success. Not looking to pay anything, not even a small fee. Also, not looking for the cheapo unprofessional sites which add their domain name in with mine in the address box. Any suggestions very much appreciated on free reputed web hosting!

Free domain:
You could try to earn your .com from a place like http://ezyreward.com . But that can take a while, so you may want to try something else.
http://co.cc (you.co.cc for free. However, since yours is a small business, they may make you pay after a year).
Another option is you.biz.tm which you can get from http://freedns.afraid.org
Free hosting: http://byethost.com , http://hosthelpers.com or http://000webhost.com may be helpful to you. They don’t place ads on your site, and they allow you to use your own domain name with them, so that your site won’t be you.thehostwebsite.com.
Even without web-hosting, a domain is not free! You would have to register it with one of the many domain registrars, and they charge a fee to do this.
The fee is usually annually, and very small (.com would be $10 or less per year).
Edit:
Also, a domain name is just that, a name. It points to a server that hosts the files. Where you’re reluctant to pay for web-hosting, you’d need to set up your own HTTP server (with whatever services you require) and run it off of your own connection (assuming your ISP would allow that).
Or you could have it point to a free service, but you already said you didn’t want to use them because they’re unprofessional.
Unfortunately, nothing worthwhile is free in this field. It might be a good investment for your small business to pay these fees and look professional.
I already tried making my own website with several free hosts, but unfortunately, none of them satisfied me and I never tried to publish any of them. So, I started googling about Web2.0 style free hosting with great support and I found few. You can build your own professional looking site quickly and easily with do-it-yourself website builder, Ad free hosting, Social networking tools like Facebook, Twitter integration, Add 3rd party content like Youtube, Myspace video, Google maps.
You can get a sub-domain name free but not a TLD.
1. http://sites.google.com/ (Google Sites is a free and easy way to create and share.)

6. http://www.wetpaint.com/ (Useful hosted wiki tool. Functions of a wiki, blog and online discussion forum. good support.)

You can’t find any domain name for free on the web. All businnes web hosting services must be paid also. Free web hosting services are offered just for small personal websites.
Don’t trust any cheap service, many of them don’t allow you to have full control on your domain name. If you’re going to buy domain names, http://www.goldpuma.com/domain is the lowest cost service which is full-featured and really works for you ($9.99 /year). They offer free extras with every domain name:

As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. A domain name is a name you want to call your website. To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.
If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.
As an experienced webmaster I recommend BlueHost service which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.
