Hi Alex,
The short answer is no. How much does your provider charge for extra IP addresses? I know that at UNIXy or VPS Lux (two businesses I help run), we give 4 IP addresses for free and only charge $1 for extra IPs.
Anyway, the hardware node needs one static IP for management (the node is usually called dom0 for Xen, or CT0 for OpenVZ). You could run DHCP on the VPS and use the management node’s IP as NAT to the outside. But this is hackish and is not a long term solution. Frankly, a server with only one IP address is useless. Usually they come with 4 IP addresses especially when running virtualization software.
I’ll be glad to help out with the setup if you need a hand. I just need to know the virtualization software that you’re running on the hardware node. You can get in touch with me at vpslux at vpslux.com.

You may contact a web developer at websites like http://definitivelab.com/ , http://getafreelnacer.com/ ,etc to help you set up a VPS for you with 1 IP address.
